Not true, there's never any such complaint by foreign foster parents in the decades when China was letting foreigners to adopt orphans, otherwise the foster parents would complain about adopting children from China. In USA, medical expenses are very expensive in USA, most Americans can't afford medical services unless they have medical insurance but it too is very expensive, The average working class Americans can't afford medical insurance. Contrary to common belief, most foster American parents aren't rich, they get a little bit of government subsidy and tax credit but not much, they can't afford medical insurance for their adopted children, so they can adopt only healthy children.
