Moreover, the killer wasn't employed by the school or School District at the time of murder. Whatever the off-duty school employees do outside their school jobs, outside employees working hours and outside school properties are not the School District's business or responsibility. For example, if a woman conducted a drug deal with an off-duty school employee in his own home, then the off-duty school employee killed her child as revenge due to a money issue disagreement with her, then it's her own responsibility and legal liability, the school and school board have nothing to do with them in this case because it was their private business outside the school's rules and jurisdiction, and without school's knowledge. Police departments are NOT responsible for any crime committed by off-duty police officers, if an off-duty officer committed a murder on his own time without the police department's foreknowledge then it's not responsible.

All store employees are required to wear bullet proof vest, a metal helmet and always carry an AR-15 while on shift. Carrying a hand grenade is optional but is highly recommended.

You know, no police department is responsible for any crime committed by any of its off-duty police officers outside their shifts and police department properties. If you privately hired an off-duty police officer to be your security guard in your business or home, without police department's knowledge or permission, then that's your business, nothing to do with the police department.

A human life is worth much more than the small amount of money, even if not killed but got injured by bullet, the pain and suffering aren't worth fighting over that few dollars which aren't the employee's anyway, it's the company's money and it can easily make the money back or claim back from insurance, even if you are the store owner it's stupid to risk losing your life for just a few dollars. There's no guarantee who wins the the gun battle, if you're known to always carry a gun on you while working in the store, the robber simply shoots you in the back of your head when you are not aware, that's that. Just let them take the stupid money, you can always make it again, unless you think your life isn't worth that much then go play the Russian Roulette, just have a coffin prepared ahead for yourself.

Unfortunately where not next to the seashore many people in cars trapped by traffic jam due to the police block had no place to escape, they were burned alive, most likely many died inside the cars because they didn't realize the fire had creeped up from behind them, by the time they realized fire has reached back of their cars it was too late.
