There's no law in China against people using YouTube or Facebook that are located outside of China, what the law in China says is that YouTube and Facebook can't have business license in China due to their promotion of violence, their IPs are not available in China but that doesn't mean they are banned, they can receive their business operation license if they abide by the laws in China which require them to stop promoting violence; YouTube and Facebook refuse to stop promoting violence so China doesn't give them business license. It's like if you refuse to drive according to traffic laws, you don't get a license. You're not banned, you can still get your driver license if you agree to follow the traffic laws.

YouTube and Google are not allowed to have office or servers inside China, but it is not illegal for citizens to access them through internet.
