The "Dieselgate Scandal" image at 21:22 is a bit of a farce. Diesel cars (VW and others) do not smoke like that, and haven't for generations. In fact the exhaust pipe of my diesel is cleaner than the exhaust pipes of my gasoline vehicles. If you than add in the proportion of cars which were or are diesel, it's clear that the amount of pollutants that we're discussing from the offending vehicles is hardly a blip on the pollution charts, which by the way have been improving by leaps and bounds in spite of VW's diesel-gate scandal. You could remove all diesel cars from the roads and not make a measurable impact on the pollution charts. The news inches (the pollution generated creating them) far outweighed any reduction in NOx levels by killing off VW's diesels. BTW, diesel cars produce far fewer greenhouse gas emissions than gasoline vehicles since they burn less carbon.
