There's two stages to this: The first is the actual invasion - Which they needed to have over and done with quickly before the rest of the world actually got itself organised enough to do something. The longer it takes, the more that gets done. (To say nothing of the morale boost as the world finds out that Russia's awesome military is simply incompetent) The second is holding onto the territory in the face of partisans who are likely to be equipped with better weaponry than is available to the Russian army. It looks like they just assumed that neither of these would be an issue as they'd be welcomed as liberators. They weren't.
