  1. The insane out of control regulatory system in Cali is causing much of this disaster, while bureaucracies fight to grow their empires regardless of the effects and costs.

  2.  @CountSessine  Sure. That's part of the problem. I don't want them in my hood either, where the homeless go problems follow, theft and general degradation to the environment. Putting a roof over them won't change that.
