  1. Property tax in Cali is based on the the value of the last time it changed hands bc decades ago as prices went up old folks were getting taxed out of their own homes. (there was something of a tax revolt and "proposition 13" was passed to that end in early 1980's I believe) THEREFORE two identical value homes can have dramatically different tax rates.
