Because regulations have made some properties a very bad risk. Solution here in Commifornia: MORE of same sort of regulations imposed.

OH...wait, there's reasons they can't do business here in Commifornia obviously, and the solution for Cali is do even more of the same nonsense, the very definition of insanity.

Yup. MORE regulation is the default here in Commfornia, and our biggest problem, this is normal mindless reflex.

@WingWalker1 Why do you suppose this is an exclusively Commifornia problem? I agree the "report is poor", but it would take a book to explain in detail, the simple answer is Cali policies are based on force, that never has never will work.
