  1. I've been thru contractor licensing process and it's blatantly all about suppressing competition, not about protecting the consumer who must carefully vet prospective contractors regardless. Most said here is easy to agree with, however--the "flushing water into the ocean" is silly in the limit. We fully utilize the Colorado River to the point it long ago failed to be a river, doesn't make it to the ocean. That's a very unfortunate result, rivers, salmon runs, all river attributes and recreation matter too. Desalinization must be part of the water solution for SoCal.
