  1. Full stop technicality is an excuse for cops to pull anyone at most any time. I left a bar once and was pulled for rolling a stop in very safe fashion, they'd seen my car at the bar, I only had a burger while friend had a beer w her meal, they did a cursory sobriety check and let us go. That sort of thing isn't supposed to exist but there it is. It's hard to define a stop without it being a full stop obviously.
