  1. Not unless governments push it hard which they shouldn't but may. (to last question) Companies will be compelled to stick rigorously to the numbers. I don't think it makes sense to subsidize BEVs either except to reduce dependency on the CCP, not necessary nor very helpful and deficit spending is going to cost us big time.
