  1. Agreeing to build supporting infrastructure isn't exactly a gift to Tesla, it's required for all related extra development. Temporary cutting taxes is a gift, a sensible one. Government taking some risk along with Tesla and the rest, they have skin in the game and incentive to help make it payoff.
