I think it would be impossible to miss a tunnel boring machine on site or nearby. But what else could those tunnel liners be there for.

@drewchristy Raised road is meaningless, they'd be a lot deeper than that. And what's the point, they already have good roads under freeway. Just to clear buried foundations under factory they'll have to be at least some 60ft deep, that was the idea in the vid, to add level(s) to existing factory for shuttling components and materials. I don't think it's particularly compelling at this point, maybe someday.
