No instructions came, he doesn't wait long he get's it done, so he did the best he could, to allow Ukraine to defend but not help it take new territory. Difficult situation with no good answer.

FORTUNATELY the Big Gov can't entirely squash him because they'd have no access to Earth orbit without him, nor an EV industry, etc. Corrupt Delaware did manage to confiscate his entire last 6 yrs of compensation from Tesla--he busted his butt for free, at this point.
