I think the main strategic thesis is wrong. The SKL always denied German ships to engage enemy-warships, in spite of local superiority. But exactly this is British strategic order since centuries, to destroy enemy-forces at first. If the enemy forces are destroyed the ocean is open. The same counts for land-warfare. The Germans as the Japanese were looking for strategic geographical spots as called as a Wirtschaftsraum or in case of the Japanese, Islands. This was totally ineffective and led to defeat. Germans promoted staff-officers who thought politically, in case of failure, too. All military-oriented leaders as von Manstein or Marschall were sent home, or got no real command-power. Before Rheinübung, Captain Topp of Tirpitz made a Plan-Spiel on Board of Tirpitz in presence of Lindemann, Lütjens etc. and brought the later on confirmed evidence that a dash into the Atlantic is not possible anymore. The hesitation to send Tirpitz early into battle at Rheinübung was again a major aspect for the German defeat. Klotzen, nicht kleckern. The SKL was a band of cowards and not able to calculate oil-demand correctly.
