Why does your country offer their leader immunity from committing crimes and power to pardon criminals? That's where the problem lies. If a role has certain powers, eventually someone will misuse it. 5:50 "next time they vote" Do you really expect there to be another vote before the guy karks it?

I thought your country's court recently decided that your leader is outside the law. He can do what he wants now with impunity. So how can you stop him ignoring what congress tells him to do?

You're forgetting the elephant in the room. The court recently gave your leader a carte blanche to do anything he wants with impunity. And he already had the power to pardon anyone else the courts convict. Your goose is cooked.

The majority of congress is substantially made up of those (a) sympathetic to the current ruler, (b) whose voters are and will vote them out next election if they don't tow the line, and (c) who fear the party will disown them if they exercise their power.
