She flexed her federal muscles, posed for a photo & flew back to the US. Within a week, a delegate from China visited Guatemala and offered trade agreements for favored trade status and loans for infrastructure improvements in Guatemala. Guatemala accepted the negotiations from China. Whose offers/threats would impress you if you were a small country’s leader?
