Look at Franklinton, and vicinity, and north St Tammany Parish as well. Land elevation and flood zones should be considered. Tangipahoa Parish has a fine small university, Southeastern LA Univ, in a delightful small town of Hammond, halfway between NO & Baton Rouge. And BR is a great community and college town.
