  1. I’m here in LA; my home state. LA historically does not fund prisons to anything near an adequate degree. The juveniles in the specialized facility near New Orleans could “break out” pretty much at will. The “social services” and public health care in LA is worse than pathetic. Nothing is funded. And more juvies need to be separated from the public: young teens can steal any number of autos, usually when the owner parks in her/his driveway, each & every day. In the city of NO, especially, there is really no police presence. Not just in the poor areas either. We need not only money but honest officials who will work to benefit not only the long-suffering public, but also the terribly emotionally & socially damaged child career criminals.

  6. By the time a juvenile makes it to Angola, it’s way too late. They are (by desire or necessity) career criminals. Many kids have mental impairments since their birth to a drug addicted parent. This occurs to Whites in rural areas just as often as to Blacks in urban areas. We need our social services structures back!
