This is the equivalent to you voting for the local givernment, or local councillor. In the west, we get to vote for local, state, and federal govt. In china you vote only for local full stop. Your local representive then come together to vote one of them to be the equivalent of mayor, then the mayors get together to vote one of them for the equivalent if goveneror and so on. President of the State is elected by the National People’s Congress (NPC). This is equivalent to the members of parliament voting for their prime minister in UK and Aust Side note UK do not get to vote down the queen , sooo democratic
