There is a reason why VOD services used to always cost money or were only offered from a handful of companies with the biggest websites. Because storing and uploading large files and quantities of data to the public internet is insane expensive. Much of modern day streaming is only possible with very advanced compression technology using very small bitrates. Even then most people are watching on phones with automatic settings so they default to sub-HD resolutions. There's good reason why we don't P2P piracy anymore and torrent instead to share the load.
