  1. True I think. All states have laws about easement. If I have driven across Joe's pasture to get to my pasture for the last 20 years, Joe can't block it off. I have established easement, especially if it is the only way to my place. At least, I could sue him and try. Similarly, if the public has used a road across private land long enough to establish it, they could sue if the landowner closed access. Who wins idk but these are fairly common issues when you are buying or selling land. In any case the new street owners could probably charge for parking, but not block the street.
