These are all good questions about the D and R elected officials of the past including Pence. But it really amounts to a bigger question about national policy, and if all it takes is 10k per job in tax breaks, why not try lowering the tax rate on business across the board? While we're at it raise the min wage too :)

To me the Brit and US Empires seem quite similar, after accounting for modernity. Both primarily trading empires, with political control designed to keep trade routes open and local populations producing desired goods. Both happily topple any small government that doesn't sign up for a club card. But neither is ethnic or even cultural in nature -- almost totally engineered for profit. While Britain dominated trade due to military control of the oceans, today the oceans are free for travel and the US dominates by controlling oil and thus currency. In a more out-there theory, both Empires were controlled by non-national interests (Buckminster Fuller's Great Pirates) more than by than any nominal heads of state. In this view even the King of England was a mere front-office worker for the Great Pirates who naturally remained hidden as part of the strategy to monopolize world trade information and thus profit. The fact that Obama got his Cabinet list from Citigroup would tend to support Buckminster's thesis operates today, even though Bucky thought the old system of Great Pirates fell out of power during WWI...
