It's not an easy issue: 1) the pipeline originally was planned to avoid crossing the river entirely, but it went near a city. so 2) the route was changed to go over the river twice, and right next to Reservation lands. 3) there is always a chance of leaks, which could impact everyone near the river downstream for hundreds of miles. 4) the company has one of the worst records for leaking pipelines (ref. PBS interview with their CEO). 5) the company has permits etc for the project.
