  2. That "less than 1%" risk depends on how much virus is floating around the city or county. It could be much higher or lower, depending on the place and time. And look at it this way: if 1% of the population dropped on the sidewalk, is that acceptable? Is that ok? what if we could reduce that to 1/30th of 1%? Isn't that 30x better result?
