  3. Sure except that clouds don't create magnetic fields, and magnetic fields don't distort light. Other than that it's a totally sensible explanation.

  4.  @Dennan  Nah it's probably close enough for guvmint work. But magnetic fields alone don't bend light... looking it up... yeah wiki says the light is refracted off ice crystals, and the crystals are oriented by an electrical field that is created in the clouds. Daily dose is close :)
