Just like our ears -- if we have at least two detectors, you can use the difference in pulse arrival times to infer the direction. We have three detectors now.

Mostly dispersed I think, as Joao said. But... in Penrose's CCC theory they might do something to the primordial perturbations, resulting in all the structure in the universe. . Actually I think that's the energy from evaporating black holes in the far future, but it seems related.
