Tell me if you agree with this litmus test: If your stream aligned team needs to create a ticket and toss it over to another team to get some infrastructure built out for them, you're doing neither "DevOps" nor "Platform Teams" the way Mr Farley would recommend. If your stream aligned team has the expertise and empowerment to get that infrastructure built out when they need it, then they are. It doesn't mean any one person necessarily has all the skills, it just means the team does.
