I expect water utilities will add feees and billing strategies to keep up support from lighter - use customers, as electric providers have. Perhaps it was in a utility newsletter 10 yrs ago I read a response to customers who felt it was a shame to pay sewage fees on lawn watering. Someone had to find a diplomatic way to compose a "HARD NO!" : aging infrastructure needs all justifiable funds.
