Do negotiations matter when Russia does not keep to treaties it signs?

@JAnx01 Not so. You can't find any treaty in which NATO makes that promise. People refer to speeches that could be interpreted as saying they won't do it, but there's no such treaty. In the Budapest Memorandum Russia promised to respect the territorial integrity of Ukraine. Now we have Putin saying that Ukraine doesn't exist. And for whatever the U.S. has done, it hasn't been annexing territory. Iraq didn't become the 51st state.

 @TheMaratrix The US didn't grab any oil or anything else worth noting, and they actually did find some old chemical weapons. So you're wrong on all three counts.

@imrekalman9044 Russia invaded Ukraine and annexed Crimea some time ago. And that's not the only area Russia has taken; ask Chechnya and Georgia. If a country keeps invading others I don't think it's the one being bullied. I do think it explains countries wanting to join an alliance to resist that country's aggression. Ask Finland and Sweden about that.
