  3.  @sergiyrospysdiyenko6224  Yes, but the Budapest Memorandum doesn't require that, and everybody agreed to it. Ukraine thought it was worth it to them. And as I understand it, Ukraine didn't have the codes to those nuclear weapons.

  4.  @sergiyrospysdiyenko6224  This is the first I've heard of tactical nukes not requiring permissive action links. Do you have a source? what I've read (Wikipedia) said that Ukraine did not have operational control of those weapons.

  5. Yes. Russia's not feeling a lot of pain from the invasion yet, and is unlikely to face military defeat if they can call "safety base" across the border. At best, Ukraine could force part of Ukraine to end up a no-man's land, unless Russia has a change of heart probably involving de-Putinization.
