  1. Except in one detail (I think the cops had reason to stop him), I think the teen has a solid case and the cops have none. But in a world where anyone can be sued, I wouldn't create a policy that cops can't countersue. I'd just resort to whatever standard methods exist to discourage frivilous lawsuits, such as having the cops pay for the legal bills.
