  1. According to the rules as described, the officer was justified. When the suspect was verbally confronting him, the officer used empty-handed combat. The officer didn't escalate to the use of weapons even when the suspect did, though such escalation would have been hard to justify with an increasing presence of police officers there to aid him. Early on , the alternatives would have been either go to taser or baton or let him go. "You don't want to go to jail today? OK, sir. Have a nice day." I do think that the rules as described will often lead to escalation. That said, until the officers' handguns get stun settings (better than tasers), it's either use superior force or let 'em go.
