  1. I think the central problem is that a treaty with Russia is like a treaty with the People's Republic of China -- meaningless in the long term. I think Ukraine either becomes part of a defensive alliance, gets nukes, or ends up waiting for Russia's next attempt at revanchism. Unless Russia itself breaks up or is broken up, but that doesn't seem likely.
