  1. When teachers and schools blame the parents I've always felt that was a reasonable explanation. That's obviously not the case here, and given that most of the complaints of this kind come from parents, I have to consider it unlikely to be the major cause. My hat's off to this father and to his girl for catching up instead of giving up. And if anywhere needed school vouchers, Baltimore might be it.
