There are multiple ways to rank countries based on their levels of democracy, including:
Democracy Index
Uses a scale of 0–10 to score countries based on five categories: electoral process, political culture, political participation, government function, and civil liberties. Countries with higher scores are considered more democratic. In 2022, Norway was ranked as the most democratic country in the world, followed by New Zealand and Iceland.
Democracy Matrix
Ranks countries based on a total value index and classification. In 2023, Denmark, Norway, Finland, Sweden, Germany, and Switzerland were ranked as working democracies.
Human Freedom Index
Compares 123 jurisdictions over time to rank countries based on human rights. In 2023, the top 10 countries were Switzerland, New Zealand, Denmark, Ireland, Estonia, Sweden, Iceland, Luxembourg, Finland, and Norway.
