This is the sort of change that cannot be simply slapped everywhere without careful understanding on what's really happening... it's not just "look at the recent statistics, it's proven right". Any sudden and huge change of road configuration and how it works will diminish accidents in the short term. That's because people drive more carefully there because they are trying to understand the whole deal, as well as pedestrians being more careful while crossing it because they are confused by the change. Less cars will pass through, and less pedestrians will too, because if they don't know what's happening, they'll avoid it or simply go slower. See that this does not mean that it'll always be like that. The overall trend for new schemes and new roads is that overtime, people gets used to it and then we'll start seeing the worst types of behaviour there.
