I dunno what they are trying to imply here, but it sounds like a false equivalence. The equivalence she's trying to pass is that, for one to do it they need to be: "properly trained and certified as a technician". The real equivalence should be: "you have the knowledge and tools to do it". And then talking about a kid because it seems the objective is to see everyone as a kid. Here's the entire problem with this sort of argumentation. Will I need a properly trained and certified as technician door handler in the future to open my door when I go to work? A properly trained and certified as technician lightbulb changer everytime one goes off? A properly trained and certified pants handler and toilet flusher everytime I go take a poop? There are limits to requiring certifications and expensive processes for every single thing that involves the daily lives of people. Unless the government is paying for all this artificially inflated extra load, what needs to be done is to empower people to solve problems by themselves and not artificially stop the flow of information and the tools needed for that to happen. It should be in the best interest of the government, specially in the current situation, to force corporations to give the tools and knowledge to costumers to figure out things for themselves and stop them from creating artificial barriers. Forced obscurantism is harmful for society.

By the way, forgot to mention, a couple of years ago I bought a new latch for my washer drier machine, followed some simple steps shared by a technician on YouTube videos, and replaced it myself. It's working without a hitch. I'm not a properly trained and certified technician, I took the risks upon myself, and it cost me a quarter of what I'd have to pay if I went after one... not to mention how hard it is to find one that will attend you quickly. For an extremely simple procedure that anyone would be able to learn in few minutes time.
