  3. You don't need upgraders next to refineries. All our upgraders are very far from refineries. At least 600k/bbl a day exists to go east. And you can build upgraders alongside building the pipeline. But yes we should definitely invest in upgraders, and refineries, alongside an east coast pipeline

  4. In some ways this is worse. Now there will be no negative reaction from Canada. But the tariff is only paused. Investors won't invest on that. If it were about the border, this package, released a month ago, would have gotten rid of the problem.
