  1. They need to win this fight. There’s no guarantee they’ll catch a million herring every year. There are days when they’re not doing much but waiting to get to locations. $700 a day! Fed been paying they should continue. It’s over feds budget. So what, it’s affecting them more. I give federal government permission to use my tax contributions and pay the observers $700 + $50 a day for meals.
