  1.  @SgtJoeSmith  Homeless don’t like rules. They make camp outside by the shelter or anywhere. Then they are told when city workers will come by and clean the walkways and throw away what is there. So if they are there and don’t leave the area before they come EVERYTHING will be tossed away. They have to start looking for necessities again.😢
