  1. The basic intent of ULEZ to reduce pollution is good, but if there is no green and affordable transport alternative what are people supposed to do? It just ends up being another tax. If Khan had a master plan to say, invest the money raised to build a modern electic tram network to get people out of their cars and reduce congestion and pollution, brilliant, but no… just another tax.
