The answer lies more in taking long term issues and planning such as power, utilities and transport out of the hands of the electoral cycle and put it into the constitution. The office of the PM has too much power. That should be constrained. I agree with enforcing election promises and in addition, referenda like brexit should have a cooling off period, thorough due dilligence and confirmatory votes.
