It's because City are successful. Rashford has been considered one of the main men of United for a decade to very mediocre levels of success for a club of its stature. If United were successful then nobody would be as critical but they haven't been & Rashford has had more poor seasons than he has good ones

@CallmeNgao Rashford has done nothing for two years. He gets hyped now at Villa because rivals are so desperate to justify the idea that players leave United & instantly become great, which is almost never the case. He's not even scored yet for Villa.
