The answer from the IOC demonstrates the double standard clearly. It is in fact double-talk: »We are of course(?) in contact with the team, whose main concern is the welfare of the athlete and there’s only so much we can do!« The IOC can’t have it both ways: If the athlete is presumed innocent due to her age, her team clearly didn’t »have her best interest in mind« since that means they doped her without her knowledge! And there’s a lot the IOC can do: They can follow the rules and expel her, because the argument about different timing is absurd, seeing how athletes have been divested of medals even after they had received them and returned to their home countries… This may however not be racism, but rather China weighing heavily in, trying to minimize scandals overshadowing the games completely.
