I know for a fact that among trusted nato member-states of NATO, heads of intelligence agencies have routinely obtained intel on new political actors at home by asking a foreign intelligence agency to "help out" when grounds for suspicion wasn't sufficient to obtain a warrant... Whenever the oversight of the IC fail – either because of protection from unilaterally serving a longstanding majority or because its leaders are shuffling for more power or better funding – the IC falls victim to hubris. They so easily reach the conclusion that since they're the best informed on everything, they're also the best ruling force. This is why oversight needs teeth to force the IC to deliver promptly to oversight requests – teeth sharp enough to summarily fire directors who won't fully comply!
