It raises it, same as waves increase in height in the shallows near shore where kinetic energy is converted to potential energy and is only dispersed when the wavefront crashes in a place where the energy can be fully dispersed as friction.

I do think you’re on the track of dating some of the most significant deluges affecting human history and development. But much work and patience will be needed, still. A careful timing, tracking and estimation of all major meteor impacts must be developed and models built (virtual or actual) to map the spreading of the waves.
