  1. No. Pine Gap is in Australia and considered a ”joint“ base, but the US is in firm control of that installation under the NRO and NSA. Just ask the local Alice Springs protesters against the installation and see how far they’ve gotten in their own country. Its the same with Menwith Hill in the UK - sure its a ”joint facility“ - the reality is quite different.
