Instead of Germany constantly focusing on expanding Frankfurt and Munich which are already at their choking points, why not expand other airports as "international airports."
Northern Germany should have Hamburg, Hannover accepting international flights while southern Germany should have Nurember and Stuttgart. Frankfurt, Cologne and Duesseldorf will serve central Germany and eastern Germany covered by Berlin, Leipzig and Dreseden. Not only would this alleviate congestion, but allow for more international direct flights, expansion of employment, increase in trade fairs, business, cheaper airfares and a a myriad of safety choices should airports be closed due to weather, strikes or possible terrorist strikes.
Instead, Germany keeps adding on to Frankfurt, which barely has any room left, smack next to major urban centers, congested and an easy target for terrorist strikes and Munichi isn't much different.
In my country (UK), the same thing plays out here. As a Londoner, I have the following airports to choose from: Heathrow, Gatwick, Stansted, City Airport, Luton and further out, Southend. There is constant issue with the expansion of Heathrow - why? Why not expand Gatwick and Stansted to Heathrow's level? Both latter airports have ample land around them and great connections to London, but no - Heathrow has to expand and what happens when Heathrow goes down? All chaos and hell breaks loose yet during all these years had expansion taken plance at Stansted, Gatwick and Luton, disruptions at Heathrow could be handled better while giving travelers more options to/from London. I don't know how many times, Heathrow has now expanded and yet, it's never enough. Years later, another runway has to be added or terminal building and it's the same show over again.
