Because of the lack of innovations and the ability to react quickly to the World's work force and labor markets by age old bureaucratic methods no longer viable.

@sweetpotato3910 Yet China is far behind the USA in being the largest GDP in the World -- patent by country means nothing if your nation doesn't have the economic clout required to be number one. Last time I checked, the US Dollar was the world's most traded currency and Brics hasn't been able to change that for the last 15 years...........hmmmm wonder why?

@stvdmc2011 Chinese have never passed it and are still the 2nd largest GDP in the World and barely hanging on to that status as well.

@jaysong2890 China is innovation doesn't come from copyig but rather making existing technology better or expand it's base to incorporate more usage. The issue with China is not technology, but it's political presence on the global stage as the "bully" in the Pacific causing much anger amongst it's neighbors. I don't think the EU cares about competition with China as it's main problem is rather than looking outward, the EU looks internally and doesn't concern itself much outside of it's own geographical interests. The US, on the other hand externalizes it's innovations globally and uses other nations as test markets for it's own technologies hence why it remains by far the largest GDP in the World.
